2. Custom Formula on my Summary Report (RowCount)
I need another field that captures 1/2 shown as a %. When I try to do another Custom Formula on the report, it does not show #2 as being a field available to use in my formula. Is there a custom field I can create on the report to capture #2 that I can replace with my report formula so I can then create another custom field on the object to calculate the two custom fields as a %?

You cannot create a custom summary formula field in a different custom summary formula field.
Create a New Custom Summary Formula with Percent Type
Custom_Field__c:SUM/RowCount
