According to documentation, and testing has so far confirmed this, the Manage User permission is needed in order for someone to merge to Portal Accounts. I am wondering why this is the case as it seems like this highly restricted permission is overkill for a permission that should already be granted through the Edit Self Server Users permission. Am I right in my thinking? Why on earth would I give one of our business users the ability to create, edit, disable internal users just so they can merge two portal accounts? Why wouldn't this permission be granted through the Edit Self Service Users permission?
