How do you mass email cases with just a web email?

I am trying to mass email web email addresses in a Case but when I do the filter in the Mass Email tool they do not show up.

 

Do the cases have to be assigned to an account in order to mass email them?

    The cases will need to be assigned to a Contact. You can send mass emails to Contacts or Leads.
