Is this a correct understanding? If a dashboard is in a folder that is only shared with a few users, only the creator of the dashboard can edit the filter. There is no permission to assign to other users who might also be a Manager of the Dashboard folder that would allow them to edit the filers? https://help.salesforce.com/articleView?id=dashboard_filters_using.htm&type=5

That is correct, but it's not the dashboard creator, but the dashboard's running user (which in many cases is the dashboard creator).
We are hoping to address this in Summer '19 with Dashboard Owners (
