I'm almost certain you are not, as I'm hearing it everywhere.

Just checked the official proctoring guide to make sure, and it doesn't explicitly mention pen and paper, but it says, "Access to personal belongings, material, or devices is not permitted." which probably includes that.

Also it states that area next to hands should be visible.

Personally, I wouldn't have any use for the paper other than marking questions for review, and the testing program allows you to do it anyway.
