I am getting the below error message when I try to open my file (.twb). The files are in CSV format and stored on my local drive.

Workbooks saved to Tableau Public must use extracts. To create an extract, click the Data Source tab, then select Create Extract.
The data source, annex1+, is not an extract.
Error Code: 3C242D89

However, I am unable to create an extract or change the data source since the entire file closes when I close the error message box. Could you please help with this?
I have tried two experiments.
◾️ first one
1.Connect to sample-superstore.xlsx with Tableau Desktop 2024.3.0
2. Change the data source to extract and save the workbook in twb format
3.Open with Tableau Desktop Public Edition 2024.3.0⇨ No errors
◾️ Second
1.Connect to the sample-superstore.xlsx in Tableau Desktop 2024.3.0
2. Save the workbook in twb format with the data source as live
3.Open in Tableau Desktop Public Edition 2024.3.0⇨Unable to complete action... error
In other words,
If the data source is extracted, even if the workbook was created in Tableau Desktop, it is possible to open it in Tableau Desktop Public Edition.
If the data source is not extracted, workbooks created in Tableau Desktop cannot be opened in Tableau Desktop Public Edition.
If you want to solve the error, it is recommended to open the workbook in Tableau Desktop and change the data source to extracted.
