we have deployed a tableau server to a server without an internet access server.
we build a dashboard with an offline map, but the background is purely blank

Starting with Tableau 2020.4, you can configure Tableau Server to use offline maps. For these you can run the following commands from cmd or terminal. So probably you will have to call your Tableau Administrator.
tsm configuration set -k vizqlserver.force_maps_to_offline -v true
tsm pending-changes apply
