Dynamic schedule thru mail for lowest thresholds

I have a KPI dashboard with sales for each state for minimum and maximum thresholds by Product, when sales goes down by 50 % compare to previous month or week, user wanted to notify by mail. So how would we get this dynamic schedule? Any Ideas please share
