There is a field indicating whether the value is actual or budget in my data. On the worksheet I created a trend chart with a budget line and an actual line so this budget/actual field is in the color section. But in the tooltip when I want to show both the actual number and budget number, it will only show actual or budget based on the color and the line I hover to.

You have to create two calc fields for your Budget and Actual and add these on to tool tip marks card. Try that. Also if you could provide a sample .twbx file it would be easier to work on.
