As a different user unable to download on clicking .lic files in Notes and attachment

, This usually happens because the browser doesn’t recognize .lic as a downloadable file type and tries to open it instead.  

In Salesforce, Notes & Attachments don’t control download behavior by extension, so it depends on the user’s browser and org security settings. Ask the user to right-click and use “Save link as,” or add .lic to the browser’s download settings.  

Also check CSP Trusted Sites, file download permissions, and make sure no proxy or security plugin is intercepting the file.
