Maintaining % of Total in tooltips

Hello Experts

I have created a geographic chart (location_test) that shows headcount number in each location by country. Now I wanted to provide a breakdown of each country by their cities, for instance break up of headcount in various cities of United States (location_test(2)) but maintaining the % of total overall and not changing it when we hover to various countries.

I have applied several methods like Lookup function & Rank function but whenever I hover onto each country, the % dynamically changes.

Would appreciate your inputs here.
