Why am I getting the error below in Salesforce Scheduler while scheduling a Service Appointment from the FSL dashboard? I have already checked the Work Rules, resource availability, and user permissions.

That's not a solution of the error, it's just an option to see, why no candidates were found. That's what the rule violation will show.
