I want fetch Contact Record IDs (PersonContactID) to match the Person Account IDs. How can I get it using SOQL?

You can get the Contact IDs tied to Person Accounts like this:
SELECT Id, PersonContactId FROM Account WHERE IsPersonAccount = TRUE
Each Person Account has a hidden link to its Contact via PersonContactId. Just filter by IsPersonAccount = TRUE and you're good.
