Fix HTML LWC Dev Tools not working

I'm getting VS Code Problem message "LWC1079: Expected root tag to be template, found lightning-card" when trying to fix HTML Template Errors from this https://trailhead.salesforce.com/content/learn/projects/set-up-your-lightning-web-components-developer-tools/analyze-your-code-and-deploy-it-to-your-org?trail_id=build-lightning-web-components activity. My code looks identical and I have even copied/pasted the example "fixed" HTML. Cannot deploy to Org with this error.
