is it possible to have a view only/read only access to the drag and drop builder interface for page layouts or flow?

I understand that the docs say that "To view Lightning pages in the Lightning App Builder" you need the view setup permission, got that checked off. But despite this, I can't get the user to access the lightning app builder interface. 

Is there any way to have read only access lightning page components without using the customize application permission?
