I need to solve for the following:

1.  A certain type of user (PA) can create accounts, but cannot own accounts

So, I would like to know if it is possible to force the user creating the account to select an owner other than themselves during the account creation process.

 

2. If this type of user accesses the "change owner" select box, then the list of users should be limited based on the hierarchy of the roles.

So, if PA1 falls under FA1 and FA2, then only FA1 and FA2 should be in the list (or at least come up first in the list, instead of just the recent users selected)

I saw a thread similar to my question that suggests using Workflow or Process Builder, but I cannot access the video because it's an Adobe Flash video.

    Hi,

     

    You could have a lookup to user that's mandatory for those users only on creation through a validation rule. Only set the field level security to editable for them.

    Now, when the record is created and this lookup is populated, have a record-triggered flwo (workflow rules and process builders are deprecated), update the owner field with the same Id as the one in the lookup.

    However, the restriction on roles might be quite difficult to do
