Is there a way to require an opporutunity to be entered at a specific stage?

We have 5 stages in our funnel and we want all opps to be entered at stage 3.  Is there a way to create a rule or setting that would force this to happen?

    If these are your Opportunity Stages 

    1. Prospecting
    2. Qualifying
    3. Proposal Development
    4. Validating
    5. Securing

    Then your Formula needs to be like this

     

    AND(
    $Profile.Name <> 'System Administrator',
    ISNEW(),
    CASE( StageName , 
    '1. Prospecting', 1,
    '2. Qualifying', 2,
    '3. Proposal Development', 3,
    '4. Validating', 4,
    '5. Securing', 5,
    0 ) > 3
    )

    If these are your Opportunity Stages  (without Numbers)

     

    Prospecting
    Qualifying
    Proposal Development
    Validating
    Securing

    Then your Formula needs to be like this

    AND(
    $Profile.Name <> 'System Administrator',
    ISNEW(),
    CASE( StageName , 
    'Prospecting', 1,
    'Qualifying', 2,
    'Proposal Development', 3,
    'Validating', 4,
    'Securing', 5,
    0 ) > 3
    )
