Need to have edit/delete access for activity history for some particular profiles except system admins(they already have modify all permission which gives this access) from cases.
Note-These activities might not be assigned in that case owner's name
Is there any other option rather than providing Modify All/View All permissions. I want to have edit/ delete access in activity history alone from cases.

What type of external users do you have? It these are Customer Community Plus or Partner Users then these users will have a role.
