I have a user who is getting a "Failed -- Blocked" error when they try to export any report. They have in the past been able to export reports. If I login as the user on my PC, I can export reports. Has anyone had this come up and know of a solution or work around?

I think you're right on the Export not appearing if the user didn't have Export permissions. Worth a look anyway. I'll also have to look into the security/validation rules to see if the export is triggering the failed download.
