Users do not have Editability on reports but the Filter option is still available on the run report screen, and while we can lock the majority of the filters, the "main" filter of "My cases" "My teams cases" etc is unlockable and unremovable. Has anyone found a way to remove this option for users?

I don't think this is possible. The ability to filter on demand is one of the benefits of the Salesforce reporting tool. However, if users can't save their changes to the default filters, it seems pretty low-risk. If you have a specific use case that seems to require this, perhaps share an example or more details.
