I have created a Permission Set that allows the System Permission "Access drag-and-drop content builder" for email content > Assigned said Permission Set to my user account > enabled the toggle for Lightning Email Templates Folders and Enhanced Sharing > Waited 30 mins and also logged out and in.
Unfortunately when I created a new lightning template, save, and then click Edit, I see no option to Edit in Email Template Builder...what could I be missing?

I tried several things and eventually it worked, not sure what eventually worked.
I think the trick was to make a new template AFTER I assigned the permission set to my profile. Then the button becomes visible.
After saving the template, the button becomes available on the record.
