I am a system administrator and I can't reparent this opportunity. It was attached to the wrong account and I'm trying to fix that. I'm getting the error that "Owner is inactive, cannot reparent the account."
1) I'm a system administrator, why am I getting this error? I should have all the permissions.
2) I created a permission set to allow a user to update records with inactive owners and assigned it to me and I'm still getting the error.
...3) Tangentially, why is this even a thing? We have many inactive owners in our database and don't really use record owner. So this is just plain annoying. I know I could go to the other record and change the owner, but to what? I don't need to be the owner. May not have talked with us for several years at this point. Also it takes more time to have to go over there and figure out who should be the "owner" and reassign.
But my main question is why does the permission set not work?

After activating the ""Set Audit Fields upon Record Creation" and "Update Records with Inactive Owners" User Permissions" from the User Interface, you need to create a permission set with the"Update Records with Inactive Owners" permission enabled and assign it to your user.
