We are working on setting up our Salesforce <> ZoomInfo integration to use Reach Out to export leads into Salesforce. Each time we test this, our leads are being assigned to a specific user and we are not sure why. Does anyone have any ideas?
Secondly, we'd like to the exported ZoomInfo information to create leads on different record types depending on who is creating it. Is this possible?

It really depends on how you've implemented the integration, but most integrations authenticate with Salesforce using a particular user. At some point the specific user who is "creating" the leads allowed ZoomInfo access to Salesforce, and it is now logging in as him to create these records. Perhaps your integration can support setting the OwnerId based on some kind of value?
Similarly with record types, it's all baout whether you have the ability to map fields from ZI to SF. RecordTypeId is just another field on the lead.
