Does it work to implement a workflow rule on top of a workflow rule?

I appreciate any tips :)

So I created a workflow rule and the trigger/rule criteria is a roll-up summary (when it is greater than or equal to 0).

The second workflow rule is triggered by the first workflow rule (when greater than or equal to 0).

The first workflow rule is working just fine.

The second one is not getting triggered, only if I update it separately by changing a random field.
