Contact Object Action

My goal is to create an easy place on the Contact Object where the user can just fill in an email to send. Here I am asking about this feature. I have other struggles with Macros and Quick Texts only fill in the Body.

I am trying to build an Action on the Contact Object. It is of the Send Email option. I am running into a couple of problems.

1) When I place the Action on a Page Layout, it will only send that one email. It automatically fills in the email form. I can back out what it fills in, but that makes another step for the user which I do not want.

2) In the body I cannot control line breaks. Tried BR() and that gets nowhere. Other suggestions in Google searches and on Salesforce sites do not offer another option. I have tried this in both the Long Text and HTML body fields.

I found an article that this was fixed in the Summer'19.

I cannot seem to find it in the list to be applied. How can I tell if we have already done this?

3) If I try to use the HTML body, it does not like the use of <>. It appears that I cannot actually use HTML. Not sure if this body is just to be a URL reference or not.
