I there a way to add contact field when creating a new household member via Manage Household?

Question

We have setup a validation rule that one phone number field must be filled in before saving a new contact.  If we create a contact via Manage Household we can't enter the phone number information.  If there a way to add more fields when creating a new household contact via Manage Household?
