I love the way I can add contacts easily to a household record, but I created a new record type to easily distinguish between donors and program participants. I use the Household record type for donors, but the new record type I use for program participants doesn't allow me to easily add a contact to a household. Is there a way I can add that function to this new account record type? Or, should I use Household record types for both and create a different way to distinguish donors from participant?

Sorry I couldn't give you better news. :-/ It looks like your only route would basically be using VisualForce to get this done and that area is definitely well outside of point and click to get into place.
