How is the Primary Contact set through NPSP import data? Or is it?

I ran a test of the data import routine and found that contacts, households and related organizations were all set up properly. However, although contact1 was set as the organization affiliation, that person was NOT set as the primary contact for the account record for the organization. Is that the expected behavior? If so, why doesn't the import routine create that association? Seems like it's a pretty important relationship to capture. Sure, there may be other affiliated contacts, but the first one should be set as the primary so at least ONE contact gets that role. I'm curious about the thinking behind what I'm seeing.
