I am getting the error as "Could not find the 'Core Competencies' section on the Page Layout, or the section is empty."
When I submit the hands-on
Customize the User Interface for a Recruiting App -> Customize the Review Page Layout
Kindly help to resolve the issue

Check if you are in correct playground or checking correct playground
Or
May be you a missed a step by mistake, go to the layout and check
or
Contact Salesforce Trailhead Support
