Tile menu not visible for guest users

Hi Ohana,

I've built out my portfolio in a playground, when published the tile menus are not visible to guest users. https://amanda-gustafson-developer-edition.na162.force.com/portfolio/s

I've hunted around in the security settings, but I can't find a way to make them visible. What am I missing?
