Yes, exactly. Navigate to the Contacts tab [1] and click on the list view controls (gear icon [2]) and click "New" [3]
Name the List View whatever you want. Make sure it's able to be seen by all users (or specific groups)
Click on the Filters icon [1] shaped like a funnel, change filter by Owner to "All contacts" instead of "My contacts" [2]
Add new Filter [3] and select "Created Date" [4] as the field and type in "4/1/2019" as the value [5] then click Done & Save [6/7]
