Not receiving emails from developer edition site.

Question

I've been going through and attempting to run the send mail test but no matter what email address I use I never receive the email. I've tried multiple hosts and I've even tried using "test deliverability" and no emails are ever received. I searched for solutions online and the suggestions are to change email deliverability settings. I've tried every variation, none of which have made any difference.

Assuming youhave checked that you have "All Email" access as highlighted in the screenshot below

Can you please let me know how are you trying to send an email Ex. Through Wrokflow, Processbuilder or Send Email button from the record?
