As a Partner user,user should be able to see all partner Opportunities.

Partner User must be able to see all Partner opportunities irrespective whether he is owner of the opportunity or not.How will I able to achieve this functionality?

 

Please help.

    Understood your concern. But did you created the Sharing Rules OR Sharing Set? It seems that you created sharing rules instead of sharing set
