Trying to activate Flow and getting error, "You can’t activate this flow because it always runs in system context."

Created a new Flow and tried to activate it, but I am getting this error, "You can’t activate this flow because it always runs in system context." I already looked through the help article https://help.salesforce.com/articleView?id=sf.flow_distribute_system_mode.htm&type=5 and do not see how to get to step number 4 that says, "For How to Run the Flow, select System Context with Sharing—Enforces Record-Level Access."

 

It's a very basic flow. see screenshot below. I am trying to automatic creating Campaign Status' per the Campaign Type as outline in this walk through document https://jennamolby.com/how-to-automatically-create-campaign-statuses-in-salesforce/

    For me resaving the Flow as new version and activating it helped.
