I'm currently in the midst of creating a custom lightning app, but am running into an issue with a Related Record where its using a Quick Action (Update) to show the fields I want the EU to update on the page. The issue I am facing is, the Quick Action Page Layout (with the fields I want them to update) are not shown for other users. It's only showing the fields in the page layout for System Administrator.
I looked up some articles which say these permissons are required.... but I didn't think that you would need a Modify All/Edit All Permission... That doesnt make sense..
Heres a visual of what it looks like as an ADMIN (A), and what it looks like as a USER (B). Any help would be appreciated:

As you can see the users view is showing what looks to be the compact layout, but the admin profile view is showing the appropriate quick action layout fields...
Can anyone chime in or have any ideas?
Essentially I need a bi-directional update and I don't see how I could do that on a process builder as it would fire both ways and loop....

Hi J. Steadman,
It boiled down to permissions, but unfortunately opens open the users too much. The QA requires modify all permissions for the object / some other system admin permissions. We ended up created a PS and slowly removing permissions until we got it to work. It was still more open then we would like, but it will have to do for now.
