Hi Sai pavan Y !

You can't add fields to standard Files/Attachment-like objects... But it does not matter because for this use case you can give access once the file/attachement is uploaded, with the "Share" link on the file preview (https://help.salesforce.com/articleView?id=collab_files_change_access.htm&type=5).

If you want to add fields or logic... you would need something custom.. but i don't see it necessary.
