Well according to my knowledge, there is no such OOB solution that can help you to know which report has a maximum number of views however, there are other matrices which can be tracked through Lightning Experience Adoption Insights (https://help.salesforce.com/articleView?id=lex_usage_reports.htm&type=5) or Salesforce Event Monitoring (https://help.salesforce.com/articleView?id=000339868&language=en_US&type=1&mode=1)
