Prevent users from promoting/demoting an idea based on status?

Is there a way to prevent users from promotiong/demoting ideas based on the status? If an Ideas is "Already Delivered"? or "Coming Soon", we would like to prevent it from being promoted/demoted.

    Creating a Validation Rule would be best suited for this requirement.
