I have created the HTML code and added this into the website. I have completed the form and the URL forward to the success page works but the cases are not being created in Salesforce. Could anyone suggest why?

The web-to-case sends a POST to the endpoint in the code (did you double check your code endpoint against the doc I sent?)
Jitterbit uses API calls to manipulate Salesforce data so there is no overlap.
If the endpoint looks reasonable, double check that any Validation Rules and Required Fields are being properly "met" by your W2C code. And, you could confirm the Form Post response in your website code.
