Quick Actions aren't yet tolerated in RL : you can vote the idea : https://trailblazer.salesforce.com/ideaView?id=0873A0000003TXFQA2
However, there is a workaround with buttons:1. Ensure that the recordId used in your flow (a Text variable available for input) are tolerated for input
2 . Create a List button (URL) for the initiative tracking object where you put the URL like that.
/flow/YOUR_FLOW_NAME?recordId={!Inititaive_List__r.Id}
3. Add this button on Initiative List page layout at Initiative tracking relatedList
