How should I format a Time Field in Data Loader?

I've looked all over for the answer to this, but all of the resources and previous questions are about "Date/Time".  I need to know what format to use when data loading "Time" fields. 

 

Formats I've used that have not worked:

 

01:00 PM

 

01:00:00 PM

 

13:00

 

13:00:00

 

46800 (# of seconds)

    Can you try this,

     

    10:45:00.123Z
