Trigger workflow rule when date/time field changes

Question

Hello friends!  I'm trying to create a simple workflow rule that fires when the value of a date/time field has changed.  Here's the rule criteria I'm trying to use unsuccessfully:  ISCHANGED(Last_Case_Comment_Date_Time__c) I'm getting a syntax error: Error: Function ISCHANGED may not be used in this type of formula

Change the evaluation criteria from created, and any time it's edited to subsequently meet criteria to created, and every time it's edited
