Matrix Report - Chart Sorting Oddity

I can't help but feel like this is an oddity in the data that I can't figure out but....

Can anyone tell me why this chart is successfully grouping 'Montford' and 'Steele Creek' in the 'Charlotte' region (because it's coloring them as blue). However, in the sorting of the data, it's grouping those two elements with HQ.
