Basically is there a way to make it that if a contact has "Marketing" in their title it appears in the opportunity data?

you have a few options here:
1. create a custom field of type lookup loinked to contact and have your sales team populate a related contact, than use that contact address in your report. You can create a lookup filter to only show contacts with a title that includes 'marketing' (https://help.salesforce.com/articleView?id=sf.fields_lookup_filters.htm)
2. same as above but insead of manually populating the field, create a flow to automate the process - ie search amongst the opp's account contacts for one with a title that includes 'marketing' and link the first one you find to the opp
