file attachement and template not accessible in lightning exp. for emails

I cannot access file attachement and email templates in the lightening experience. For some reason I don't see it although when I switch back to Classic or Console, it is here.

 

Do you know how to fix this?

    Thanks Pritam, I still have two questions though:

     

     - how can I create template in LEX?

     

     - how can I enable file attachment?
