Custom to Standard Object Deduplication

Is there a way, without code, to create a matching rule that will compare the Account Name versus the name field on a custom object? For example, if a user creates an Account named ABC123 but ABC123 is already the name of a Policy (custom object), I want an error message to show and/or the Account to not be created. I have attempted matching rules, duplication rules, and a custom validation rule but have had no luck.
