I was trying to create publisher action to update few fields of an order seperately but while creating I am getting below error.
There is no option on the screen to select Target object, but still getting same error and unable to create publisher action.
And also there are no record types and custom picklist values available on Order object.
Any help, much appriciated.

It looks like you are trying to update a Picklist field in a way that you aren't allowed to do. Can you show what you are trying to update?
