Conditional Formatting on Lightning Page Layout Not Equal to Blank

I'm trying to use conditional formatting on a Lighting record page layout out to show a rich text component. I do not want the component to show if the field is blank. In our sandbox it worked just fine to say "Not Equal" and leave the value field blank, worked as expected (see left half of my screen snip). But in production the value field is required so I can't leave it blank as I did in the sandbox (see right half of screen snip).

a) make production behave like the sandbox and not have a required value field or

 

b) write a rule that says not equal to blank in another way?

    Hi Abigail,

     

    Could you try entering two single quotes ('') as another way to write blank?
