Kind of a catch-22 there. Here's what I've found
- Account object if you'll need to use them in a Quick Action or Sharing Rules
- Contact object if you'll need to use them in a Campaign
Those are the two key ones because you can get burned both ways. You can get around it, but it's extra work to do so.
I like to go with the guiding principle of whether the field is more of a human attribute or a company attribute, and then decide from there
