Can I give a user permission to generate a Web to Lead form?

One of my marketing users, who is not a system admin, wants to be able to generate Web-to-Lead forms. I tried to create a permission set, but couldn't find the right permission. Is this possible?

    @Hassan: I guess you want that marketing user to set up a new Web to Lead form. But to generate a Web to Lead form you need "Customize Application" permission, available on Profile level, or permission set also. But giving that permission opens up your whole backend security to that user. Which you don't want to give I guess, but apart from this no other way, unfortunately.
